Every politician says they are for debt reduction and spending cuts… and every politician supports earmarks….

Therefore, I propose as follows:

Every revenue-generating bill passed through Congress should include an earmark, which says that 1% of the revenue generated by the bill should go towards debt retirement.  We the people start to buy back and retire bonds, treasury notes, etc….
